Reading the orders you often see leave to file in forma pauperus, and then cert is denied. I thought "pauperus" allowed you to file without paying certain fees, and it was to ensure access to the courts for poor people. In the Thomas dissent, it was the State of Kansas that was granted leave to file pauperus. Kansas may be a poor state, but they can afford the filing fees. Are states routinely given advantages "regular folk" don't enjoy?
